
Meet Curtis Holmes
Curtis Holmes is a longtime Largo resident, local business owner, and experienced public servant. He was a licensed insurance agent from 1975 to 2020 and owned First Southeast Insurance Services, Inc. until selling the company in 2020. Shortly thereafter, he acquired full ownership of a local manufacturing business. Decades of experience signing the front of the paycheck and managing successful businesses have shaped his approach to public service. During his time on the Largo City Commission, he focused on protecting taxpayers and promoting responsible fiscal stewardship.
Curtis has consistently sought practical ways to improve city operations while reducing unnecessary expenses. To support Largo's first responders, he advocated allowing police officers to take their patrol vehicles home. The policy saves time and operational costs, strengthens officer recruitment and retention, and increases police visibility in neighborhoods. Studies have shown that the presence of marked patrol vehicles deters crime, providing an added benefit to the community.
He also worked to make Largo's elections more efficient and cost-effective. Curtis spearheaded changing commission terms from three years to four years and aligning municipal elections with county election cycles. This reform reduced the frequency of stand-alone city elections and saved Largo taxpayers an average of approximately $72,000 per election.
Curtis has been a strong advocate for local businesses. While he initially supported the City's proposed monument sign ordinance, he opposed its one-size-fits-all application. The original proposal would have required established businesses along the U.S. 19 corridor, including companies such as Norris Buick and Walker Ford, to remove existing high-value pole signs and replace them with monument signs. Recognizing the significant burden this would place on those businesses, Curtis worked to revise the proposal and successfully protected their ability to retain their existing signage.
Curtis believes that experience in the private sector brings an important perspective to public office. Having spent decades managing businesses and meeting payroll, he approaches the city budget with the same care and discipline he applied to his own finances. He believes the first responsibility of municipal government is to provide essential services and ensure public safety while exercising sound judgment with taxpayer dollars. As he often reminds voters, "Be wary of crusaders with lofty goals who can't get the basic facts straight."
